Subject: Unbearable Noise Pollution- Violation of Civil Aviation Guidelines –
Pollution Norms
This is in continuation to our mail dated 3rd November 2008 and subsequent mail suggesting the solutions.
We have received the documents from Ministry of Environment & Forests (MOEF) under which the clearance was accorded by the Ministry vide its letter no. Environmental Clearance – IGI Runway – DIAL- 3 by MOEF – File No. 10-10/2006-IA-lll dated 17th January 2007. The relevant text is reproduced hereunder:-
“Trees in the airport limits are proposed to be cut. It is indicated that that the noise dispersion model has been studied at the runway and that the sound level ranges from 65 dB to 85 dB. The sound level measured at the nearby residential area is 51 to 57 dB. Several mitigation measures to reduce the impact have been proposed which includes orientation of runway, proper scheduling of the aircraft and use of acoustic noise absorbing materials and green cover development. Noise level will be maintained (as prescribed for Industrial ctivity) as under as under noise standards notified.”
The information recorded by the MOEF is contrary to the surveys conducted by the Central Pollution Control Board which is reproduced as under:

As per information supplied by the CPCB in response to application filed under Right To Information Act 2005 (RTI), it had conducted surveys around IGI to monitor the Noise Pollution levels in and around Vasant Kunj, that was away from landing Funnel was as under:-

Since during the material time of survey the aircrafts were descending over the Ridge Area as such the noise pollution level at JNU was much lesser than the present levels over residential areas of Vasant Kunj and around.
Now a days all the aircrafts fly at a very low height i.e. may be around 200 – 300 feet at the time of landing that too over Vasant Kunj which is densely populated and is having many hospitals and schools that have to be maintained as “Silence Zones: as stated in the aforesaid notification.
Due to very low height the noise pollution level ranges between 100 dBA to 120 dBA which is nearly double the prescribed limit. As a consequence to this all of us have lost our sleep and are under going tremendous stress that may further lead to multiple health related complications i.e. Sleeplessness, High Blood Pressure, and Hearing Problems. Such problems would have harmful effect on our day to day life.
It is reiterated that , as per the rules framed by International Civil Aviation Organization (ICAO) in in its annexure 2 on Rules of the Air at Para 3.1.2 has prescribed the following standards (relating to residential colonies falling under landing funnel)in this regard, the relevant text is reproduced as under:-
“except when necessary for take off or landing, or except by permission from the appropriate authority, air craft shall not be flown over the congested areas of the cities, towns or settlements or over an open air assembly of persons, unless at such a height as will permit, in the event of an emergency arising, a landing to be made without undue hazard to persons or property on the surface.”
In view of the violation of the conditions imposed by the MOEF as stated above, the aircrafts cannot be permitted to land by using airspace over the residential areas of Vasant Kunj, Mahipalpur and Vasant Vihar as these are densely populated. Moreover there are number of schools and hospitals that have assembly of persons.
Therefore, under aforesaid facts and circumstances you are requested to immediately stop using the runway no. 3 as a consequence to which, the aircrafts flying at low height causing immense noise pollution..
As communicated earlier that the Commissioner Police or any other Officer not below the rank of the Deputy Superintendent of Police has been made responsible for the enforcement of noise pollution control measures and due compliance of the ambient air quality standards in respect of noise. Since an officer of the rank of Deputy Commissioner of Police is posted at the IGI Airport, it is requested that the law may please be enforced with immediate effect in an appropriate manner and initiate action against the violators i.e. DGCA and Ministry of Civil Aviation under intimation to us.
We, the undersigned, also authorize the Hony. President, Mr. Anil Sood and the Hony. Secretary, Mr. Anil Sharma - Society for Protection of Culture, Heritage, Environment, Traditions and Promotion of National Awareness (Regd) – CHETNA – to represent before the concerned authorities for redressal of the grievances enumerated hereinabove and also to take up the matter with appropriate Court for and on our behalf..
Further, an active resident and one of the signatories to this representation has already lodged a formal complaint with local Police vide D.D.No.42B on 10.10.08. The complaint should immediately be registered as FIR and action initiated. A Xerox copy is attached with this notice for your ready reference. Similarly the Indian Spinal Injuries Centre has lodged complaint with the DCP South through SHO, Vasant Kunj, New Delhi.
Last but not the least , once again , we also submit that this notice may please be treated as a complaint against the erring functionaries and officials whether serving or retired, who have contributed in the decision making process for planning, construction, implementation and use of Runway no. 3 of IGI Airports and action initiated may please be communicated to us.
